Audio and video comments from the Board of Supervisors and CEO regarding ADMHS cuts.

The actual motion, that is recorded in the minutes of the meeting as having been carried unanimously, reads as follows:
Directed the County Executive Officer to explore strategies, including but not limited to, the use of reserves, designations, fees and/or other potential revenue sources, in order to minimize the anticipated FY 2008-09 budget impacts to the Adult Mental Health Programs in the Alcohol Drug and Mental Health Services Department.
Janet Wolf, Supervisor, 2nd District
- "The budget that is being proposed is not one I am happy with." listen
- "I look at this as a dismantling. This is a huge cut." listen
- "Everything together is what keeps the system working. If we let a piece of it go, I'm afraid there is going to be a really negative ripple effect." listen
- "I'm sure Sue Paul will be looking at figures and working on this budget so that we don't have the types of cuts that we see today." listen
- "Maybe it's okay to go into our strategic reserves. I think it is. If there is any reason to do it, this is it." listen
- "If you make the cuts now, you're dismantling the programs…Why don't we keep what we have in place, keep people's lives together." listen

- "Do we want to do the kind of cuts that look like they're coming down to us? The answer is no, unequivocally no." listen

- "I'm not sure we have been creative enough……This is a start, but I think we need to continue discussing this." listen
- "I think it is an extraordinary time to use some of our reserve." listen
- "Why don't you come back to us with a myriad of options after you have met with the stakeholders that would include but not be limited to using reserves, using other designations, enacting certain fees, and whatever creative options you can bring us that would minimize or address this issue." listen
- "I think we'd be foolish not to really give it our best creativity and come up with a myriad of options instead of just going down this road." listen
- Describing the plan, he says, "It falls short." listen

- "The CBOs are doing a fantastic job." listen
- "This is a big, big, monstrous cut we're talking about." listen
- "I don't know if we've done a global thing here with respect to looking at whether or not other departments can help us with respect to our dilemma in ADMHS." listen
- "I would hope that we've not said today in any sort of way that the budget for 08-09 are in essence the figures that were in our Board letter here." listen
- "Maybe we can say to our CBOs, we've looked at it again and instead of talking about a 30 percent cut, we have whittled it down to some other palatable figure." listen
